[1.03b12] Bug or not? Theft without corruption

Don't know if this should be possible. Imo it should not. Manual has 1 mention of 'theft' and it says that Corruption is the chance of theft, so 0 chance should mean it does not happen.
Edit: I suppose it could've gone down, though nothing really happened where there was a period of unrest or anything.. and how that works I do not know.

Corruption goes down (do not know if all the way to 0) when theft happens. It's more of a meter until theft happens rather than a stat for character's tendency to theft.

I would argue that if she is governing her zone all g and not causing you any problems than you can turn a blind eye to bite of quid pro quo and subsequent profits. But if it's a dogshit governor causing all sorts of shit events and also stealing well you sort that situation out.
Edit: That character is wasted being a governor unless you have god roll council directors.

Yeah, that is a HQ Commander or Council leader if I ever saw one:
- War is the top stat. So HQ or secret Service would be the longterm goal
- monster hunter seems to give a bonus to Personal Combat and Leadership. Only Oratory seems usefull for Governor.
- Ambition of 100 is going to be a permanent Natural Realtions bummer. Better but her as high as possible to minimize it
- she does got a bunch of existing skills for Governor. But beyond her managing to get "monster hunter", she would propably be better in a command or at least council role longterm.

Nah she's always about this high in relation. She just started as my governor, I don't like the hassle of reassigning people if it's not really needed.
Plus, it's interesting to compare how much governors matter.
Also, I find governors pretty darn important.
