What determines the depletion rate of scavenge points?

Is there an expression for the depletion rate? I can't find anything about it in the manual.

Same with depletion rate for other resource hexes, like oil. Will they be depleted faster by building higher level mining assets?

You can actually see the Depletion rate for anything in the Mining Group. It is right on the build selection screen under "production".
Of course the effective yield is still modified by mining difficulty and work efficiency.

Scavenging points are a bit more complex. Production is supposed to fall off as you run out of points.
