Can't Get Leaders (1.03b12)

In a game where I have 3-4 council/units without leaders as the game simply will not generate strategems for mercs/new leaders. Probably 15 turns now without a leader strategem card or another faction offering one.

Primary responsbility for leader recruitment is the Interior Council, area "Human Resources".
However the Supreme Command Council can genereate the "Junior" and "Mercenary" cards, under their "General Stratagem heading. Along with other subsets from various councils.
I am guessing you defunded, de-leadered or otherwise damaged hindered Councils you need to generate new leaders.

My Supreme Command Council leader is doing just fine and is 79 to me atm. The problem I have I think is that I chose to get establish an interior council, but there were no leaders available...I think it caused the game to bug. Since secretary takes over and my secretary is only at 38, that may also be the issue.

Ok, bumped the secretary's pay up enough to get him over 50 and new leader strategems rolled in

Interesting, I also had a game where my secretary was very low and it was hard to get leaders.

If you have the PP you can move the secretary to another job and the game will give you a new secretary ad repeat.

So the current running theory, is that the Relations with the Secretary somehow affect the changes to draw Leader Recruitment cards?
Is there any basis for that theory? Any measurement that confirms it? Or just a asumption/feeling?
Only Vic can confirm if there is such a relation, but we should make certain there is actually something that can be found.

What I was saying is that I had an Interior Council but didn't have any spare leaders...this went on for like 15 turns with no leader strategems or gift leaders from factions. My secretary (who rolls for you when you don't have a leader for a council IIRC) had like 38. Once I raised his salary enough to put him over 50 I started getting leaders.

So basically this: Secretary as Interior Council director -> production penalty. Low relationship -> production penalty. I imagine that was the reason you didn't get leader stratagems.
For faction characters these can be quite rare and sometimes I get couple in a row and then nothing for quite many turns
