In the reports dashboard, what does 100% mean? Does this mean there is no a chance the operationalization will occur or that it is done (and should have occurred)?

If the latter, is it because I hadn't bothered to raise an indie bttn of said model?

This has happened twice so far. Light tank army when my tank design had some abyssmal rolls and I went back to the drawing board for a brand new design; and siege infantry army, where I hadn't made an indie arty unit.

Order of Battle has nothing to do with the Models or any need to raise a independant unit, as far as I know.

Wich version are you running on? 1.03 is current, 1.04 will come earliest monday.

Could the problem be that one of my OHQs is missing a unit?

100 percent just means you still need a couple BP I think I got 100 percent several times and it was 1 or 2 turns before the OOB was out for me. I was on 1.03mod10 and that happened.

I've been at 100% for at least 10 turns, including 3 after replacing the missing unit.

This does sound like a Display Bug. But again, we you are about 12 betaversions behind the curve.
So it is hard to say if it is already fixed. Or mayde worse.

We may get 1.03beta12 released as 1.04 as early as Monday. We have to see how long the publisher takes.
