Minor allies air HQs

Air rating defaults to 50% when there is no air HQ. There is zero point in having these HQs for Italy, Hungary, and some of the Rumanian airbases (which at least have two air HQs in chain of command). Disbanding the air HQ improves rating in all these cases. Should be disabled or otherwise adjusted so there is a point to them.
