After playing "Propose Peace" strat on a Minor, the decision archive shows '???' in the target column.
The name of the targeted zone and regime are known (even before executing the strat) so it's unclear why question marks are shown.

I would have to guess:
The target column has the same requirements as the Stratagem itself. Namely it needing to be played on someone you are at war with.
But after succeed with proposing peace, the nation would no longer be a valid target for this.

Perhaps, but I wasn't at war with the target in the first place, just 'unclear'.
