Unaffiliated leaders considered "same faction" for relation penalties 1.04

Two leaders (see screenshot), Pjotr Richardlord and Mark Meier are not affiliated with any faction.
Relieving Pjotr from duty gives 8% relation penalty to same faction, 3% to all others.
Mark gets relation penalty as if Pjotr is from same faction (-8), instead of -3 (since the both do not belong to any faction at all).
