[1.03b12/1.04] Power Plant worker tooltips mismatch

For Power Plant I, city asset screen shows input as 2100 workers, 500 fuel, but Power Plant I in building tree (whichever screen shows the various levels of Power Plant) shows production costs as 500 fuel, 1000 workers (100 worker upkeep).
The rest of Power Plant levels also suffer from similar mismatch.
Other buildings do not seem to be affected.
