Sometimes they aren't initially tinted red. Sometimes the are several hexes connected within your borders but on the fringe that are like this too.

Basically can't enter without declaring war

Okay thanks for that. Pity we can't do that on our own zone, declare areas as no-go, as sometimes the Ai has its troops move above and even take a resource with no penalty, one time they even ambushed my troops within my own zone, if i recall correctly and we weren't at war. I suppose, IF we later get Outposts, those could have a 2 or 3 hex range that another Regime cannot enter without declaring war and these would be strategically placed of course.

Do you mean when in movement mode for some units?
That is telling you "need to declare war to move there".
Major Regimes inherently respect each others borders.
Minors respect majors borders and vice versa, after signing a peace deal.
Do you mean a single red-bordered Hex after turn resolution?
That is a bug.
It would have helped if you gave us a image of what you meant.

Here is a couple of screenshots (sorry i do not know how to embed images, i tried but didn't work)
I have another area see below, where the Inf unit you can see is on some ruins, that hex was tinted red earlier but now it isn't which might of changed after a turn. That group was in the red area before and i can currently move them back into it, the game does not prevent me (not sure if you can but after a turn that triggers an event or report? or the game wont let you move there? which means this could be the bug?)

Ah you have operational logistics enabled. That's a map filter. Press 6 to disable.
This basically signifies the degree of supplies units may get. Red is bad. No color is the worst (they'll starve out there).

As GodwinW said. Except: Always leave it on. It is too important information to ever lack.
You should never be sending your troops into supply range issues.
