Am I misreading building requirements here

Or am I missing something. I am trying to upgrade my Bureaucratic Office to the next level, but I can't because my Civilisation isn't at level 2 or more. My Civilisation score is 6. Is there a difference between your Civ level and your Civ score and if there is, where do you find your Civ Level.

It is the civilization level of your faction that is required. You will find it on the first page when opening the reports, the dashboard.

It really should be saying "Regime Civilisation" not "Civilisation" in that one.
