[1.03b12] Issues with Victory Pact and Victory

Other Major is at 24 or so.
I finally got Realpolitikers in power.
Immediately offered them a Friendship Pact which they easily accepted (easy roll).
Next turn, as I get closer to the win, suddenly my 'Victory Pact' Stratagem is gone. I've been looking at it for ages wanting to play it after the friendship pact, so this turn.
Vanished without a trace. I disliked vanishing stratagems before but none were this frustrating. But in general I think stratagems should not vanish of their own. Only if there's a clear limit of # of strats you can have with warning that if you do not manually dump some it will be random. But definitely never the way the game is now.
What's more: apparently I no longer have a Friendship Pact with these guys! They unilaterally cancelled it I guess, but I didn't get any notification of that.
What's more, if I want to play another Friendship Pact it says 'this regime's Faction doesn't support this pact'. But they accepted it a turn ago. So that's a bug.
It's really annoying if this is a way to prevent the player from winning. I've spent countless hours working on their relation and stuff like that only for them to suddenly not want me to declare Victory? Victory is purely the game for the human. In the ingame world no one notices it everything continues on as before. So why prevent me?
It could be a coincidence, but it's not the first time this happens just like that at just the time I get to 50 points.
Also, having the other mandatory below 25 means I will have to go to war (unless Victory Pact is fixed I guess?), which is completely against all my previous investment. If they're at 12 should I have to gamble whether they'll get to 25 before I get to 50? I don't think so. Probably should be better if Victory was above 50 and the second-highest has 25 points lower than what I have.
