I played a "Corporate Tech" stratagem (Corporation faction unique strat that gives a fully researched tech), and got the "Methane Synthesis" tech.

The issue is that the tech description says it's only available if atmospheric CO2 is at least 1%, which is not true in this case.

I remember a similar bug report with the "Ancient Archive" Fate Stratagem - giving techs that should be blocked by the environment.

Will be fixed v104-beta2

Added rules to not allow random event based gifting of Methane Synthesis, Deep Core Mining and Water Atmospheric Recomposition if the Planet does not have the right variables.
