Port supply in N. Africa with HQ question

Can someone explain how this works? In the first pic, the HQ is one hex closer to the port supply. Also, why are all those hexes to the East in 1 supply?

Here is the alternative, where the HQ is one space further.

Yea it extends it out +1 by some hexes.
