Strat is now executed by Dir of Interior Council, while some of the text still says the roll will be made by the governor (I haven't checked, but this is one of several similar strats which are likely to have the same inconsistency).

Zone Stratagems will be executed by Cabinet member if the Stratagem is generated by a Council. If not it will be the Gov that does it.
Will fix the wrong mouse over.
