1.04b1 Incorrect 'Raise Formation' preview percentage calculation

Despite the "60%" shown, there is not enough items (IP mainly) for even a 50% formation. However, raise formation is allowed - and the formation is indeed raised, with under 50% strength (1000 MG, 1000 out of 4500 Infantry) (which I'm actually happy about, as I'd like an early OHQ formation of just MGs - many but small sub-units, to control territory, but that's a separate story).
