How to send them there? Does not seem to be any way to island hop them there if you have captured Hawaii? If so what is the path?

They may need some long range upgrade before they can go, but you can do it with operation AFAIK.

Never quite understood why operating an air unit is so expensive. They should have at least a rebase option (similar to naval cruise) available that is free.

Because rebasing all of your tac air instantly to one place to rapidly overwhelm an area is both unrealistic and game-breakingly good.

Essentially, operating an air unit should be used for long distance movements including those going overseas, hence their cost.

Otherwise the air units can (at least I think) be moved a reasonable amount, including to a limited degree after they have attacked, which is something that wasn't in our older games.

This is correct. I see the operating as extra fuel tanks or something. Thus the extra cost.
