1.04b1 Not deciding on a Policy Speech allows to avoid the negatives of "Staying Vague".

When presented with a Policy Speech where I am not interested in committing to any of the presented options:
* Choosing the "Stay Vague" options has an immediate cost of "-5% Word Score"
* However, *not choosing* and just ending turn has no downsides:
- no choice is made (nothing in the decision archive)
- no new demands are shown in the reports (if a secretary would commit on my behalf)
- no word score descrease shown (if the secretary would "stay vague" on my behalf)
- the decision itself disappears and does not carry over to the next turn
