1.04b1 No difficulty test for Unification?

Executing a Unification strat on a Minor - the preview, and the result of the execution shows no difficulty at all to execute.
The minor is at peace with relation 82 and is my protectorate (but not a client).

Yeah, I've mentioned this a couple times in the beta test thread, but I guess Vic might have missed it. I was actually just gonna make a thread about this, too.
As far as I could tell, the "no tests" only shows up when the modifier is negative. So for example when the difficulty is 2d100 - 50 (because of high relations), then it would say "no tests" for me. When the modifier was positive, it would display the actual difficulty.

In the cases in the game when I've seen negative modifiers - the outcome popup window *would* mention it explicitely (i.e. "rolled X vs difficulty of -Y"). That was not the case here.
