1.04b1 Militancy decreased due to "high CAS" in zone?

In a zone that was unified from a Minor, a tooltip on the militancy icon in city states the decrease was due to "high CAS", while the actual CAS numbers (0.1% short, 0.2% long) are well below their respective thresholds.


Edit: This was a confusion due to multiple meanings of the abbreviation CAS in game - both "casualties" and "Cultural Adaptation Score". The wording of the tooltip is still unclear, but what actually happened is: since I unified a different culture zone, as they adopted my culture (Cultural Adaptation Score going towards 100%) they are no longer producing their own unique cultural militia. So first the militancy score plummeted to 0, and now it rises up again - for my own cultures militia.

Actually, now that you mention it, I forgot about it but it seemed to me that Militancy level did not increase with those stratagem militancy buildings you can get.
I had 2 levels of it and it wasn't mentioned in the tooltip. Just -5 due to regular army and +3 due to something else. No mention of the building.
I meant to check next turn how the level had adjusted, but forgot.

I have them in the current game - it works, but you are correct that the militancy increase due to those buildings is not mentioned in the tooltip.
