Exotic Combat Drug is it permanent or a 1 turn 50% bonus?

it states it will provide an immediate boost, on mouseover it states 50% boost. its a fate point stratagem. Never seen it before.
It does not get placed on a leader, it just happens.... anyone got any input?

I think it is supposed to be a 1 turn, +50% bonus, Nationwide.
I never played it, so I can not say either way.

It's 1 turn of total annihilation.

Psychology Group Cards tend to be 100% Postures. This one seems to be no exception. So only the 1 OHQ scale, but propably permanent until canceled.
Note that Morale is way more variable and I asume it can turn into a penalty as well, if the enemy is doing better in Morale.
At the least, it can drop to a +0%. Wich is way worse then a +30% to +100%.
