Start a new game.
Make your speech: no pop up window telling you what who thought and what the results are.
You can look up in the decision archive so it isn't high prio, but it would be nice to get fixed

This is actually something that keeps happening a lot to people but Vic is unable to reproduce so if you have a save and can reproduce it please be ready to send the save and instructions to Vic

Sounds like a Race Condition. They are a pain to debug.

I think this one and the side panel missing issue are related since I always see the side panel missing when the character info/decision result doesn't show up

I didn't have the side panel disappearing at the same time.
