Decisions Don't Change Profile Scores

I had two instances in a row where Meritocracy failed to update. In this case I'm positive because I had a demand to raise it by 13 points and on two successive turns I was (coincidentally?) offered decisions that would raise it by exactly 13 points. In both cases (subversive philosophy refugees and extradition request) I said yes and in both cases I got the promised relation bonus with certain leaders but the Meritocracy score did not change. I took some screenshots if that is of any value.
Then on the next turn I was offered a third decision that would raise it by 13 points, I said yes and in this case the score finally went up.
I also had a separate instance where allowing some refugee artists with unusual sex lives in would change a profile score and that also failed to update.
I'm quite sure this is happening other times I'm not watching as closely - I've had multiple instances where I look at my Profile and think "shouldn't X have gone up?" and I'm not sure if I remembered the number correctly or what.
Separately, I notice sometimes Profile scores change between turns on their own, but my theory is that this is a poorly documented game mechanic, that somehow the dominance of certain Profile score will cause an antagonistic score to go down over time - is this an actual thing or why do Profile scores change on their own?
