[1.04b3] [WAD] Impossible to lose the game?

Game was Regular difficulty.
Bottom line, I should have been killed or lost everything, but it did not happen. I think something in the game should have triggered a lose condition. A lack of money should have eliminated assets and troops, but did not. I don't believe this is a bug, but reporting in case something was not triggered as expected.

In order to assess the pull system changes, I began a new game. Due to normal play my regime began to completely collapse around turn 30. This was not due to changes in logistics rules.
As prelude, I had secured three zones and controlled two cities (the founding city-state and a conquered minor regime). At the beginning of the collapse, I had three infantry brigades and a number of independent battalions.
As a result of normal play the unrest in my founding city skyrocketed. Happiness plummeted for both population and workers. My workers quickly departed. All public assets stopped--industry, logistics, food, etc. My currency reduced to 1. The regime had nothing available to sell, could not buy, and could not pay any wages (I believe this is an important point).
Over a period of 20 more turns, almost two dozen rebel regiment sized units spawned and formed their own zone that seized all my regime's area--except they were unable to seize the two cities.
In response, I disbanded all my units but a few. GR Walkers, for example, required no supply. All normal, remaining units co-located with the SHQ. I held only my two cities--disconnected. The regime's experienced troops went into the SHQ from the disband orders. I mothballed all public assets in my control. I did leave the Command HQ active.
At this point, I would have expected someone to put a bullet in my head. However, nothing happened. I lost so many unhappy leaders that only happy leaders remained; and they kept working unpaid.
I waited and continued to use stratagems and other decisions.
The remaining troops and my efforts resulted in another 20+ turn reduction in unrest. Workers began to rise. Money began to rise. I judiciously began to turn on public assets. I regained logistics, etc. Everything else built (e.g. roads, assets, etc.) were still in the zones controlled by rebel units.
It was a rebirth at turn 107.
I broke out as if it was turn 1. Experienced troops hibernating in the SHQ became the core of my units. They now used much improved models and OOB's--during my Pusan Perimeter, research and development had continued without interruption.
The world had consolidated into almost all, super-large major regimes during my internal problems.
The rebels and non-aligned had created a safe cocoon around my cities in which to be reborn.
It was then trivial to friend and conquer the major regimes and win the victory conditions.
I recommend conditions are checked and the player's regime is killed if it declines too far. The continued work of soldiers, workers, and leaders with no money in the treasury (deficit) was an interesting revelation.
