Cult/Corporation/Crime Syndicate Bugs&undocumented beahvior

I think I had the Crime Syndicate and Corporation spawn in the same turn - turn 11. I can not remember when I last had either of them spawn earlier then this, so I think you mixed up the conditions:
Instead of being more likely to spawn in the first 10 turns, they seem incapable of spawning in the first 10 turns.

It also seems that they are fighting each other and highly effectively at that, potentially even hiding that one has spawned or killing it the turn it (would have) spawned:
The Minor profiles for Crime Syndicate and Corporation both appeared, but I only got cards and the Zone Indicators for the Corporation. That Minor profile is the only indication I have for a crime Syndicate (trying to) spawn.

The "Corporate anti-crime squads took 54 Cr from Crime Syndicate Godfather", preventing the CS from actually appearing in the Zone.
Similar behavior has been reported for the Syndic cult.
This would be undocumented behavior. Also they seem to be way too effective at killing each other, if that is the kind of damage they can do.

Its a rather rare occurrence that only happens with high enforcement rating Corporations that higher toughness than the crime syndicate.

But your right. The initial effect was to heavy. Next beta will finetune this indeed.

-Reduced Corporate anti-crime taking Credits from godfather a bit
-Made efficiency of anti-crime ops from Corporate depended on the percentage of control they have over the private economy

Heh, now it actually reminds me of Stellaris a bit:
You could have a Criminal Syndicate or a convetnional Megacorp set up a branch office on your planets. The conventional basically locked out the Criminals.
"A Branch office each day, keeps the criminals at bay."
