see screenshots for two units, one can be reinforced, the other can't. The only difference I can see is terrain. Any other explanation?

One unit is at 5 str, the other is at 8 str, with 5 supply, you can reinforce up to 8 str, so you cannot reinforce the 8 anymore, but you can the 5, to 8 at best.
