I have a single Zone. Civilisation Score 12 (Early Civilisation)
Regime Civilisaiton level is 2.46
The Square Root of 12 is 3.46
2.46 cubed is 6.0516. Or 6.
Either Regime Civilisation level is Squareroot(12)-1.
Or you are dividing the Zone Civilisation score by 2 for a single zone (to 6), before getting the Square Root

noticed something similar that it was off... Haven't been able to pin it down, but I feel that it is zones+1 (perhaps to avoid a divide by zero or something)

Got another measurement point:
Singel Zone: 17
Civ Level: 3.12
Square Root of Zone: 4,12
Cubing of value: 9,7344
With a single counting zone and low values, it is really hard to nail down wich of the two errors that is.

Thanks for clearing that up.
I guess that means the ingame tooltips for civilisation level needs a minor fix.
