Spying & Intelligence, and the game manual

Hello.
I was wondering, is the game manual completely up to date and includes all changes made in patches?
Also: Is it still the case that only the highest spying & intelligence is counted and matters for each side? I.e. if Britain had 3 S&I, there would be no effect from USSR or USA having 2 each?
Does that go for both detecting hidden units, and research? Or does each country provide detection chance equal to their S&I? Are they additive in that case, or instanced (i.e. 2% then 1%, then 2% if USA/UK/USSR had 2, 1 and 2 in S&I).

Hi AshFall,
While we try and keep the manuals up to date, at this point I can't say for sure if the Manual is fully up to date. Best to reference the Manual and any changes/notes in the VERSION CHANGES NOTES.txt file for anything that may apply.
For research, all Majors contribute to the detection of enemy units, and for Spying & Intelligence bonuses to research, only the highest level applies.

Spying & Intelligence bonuses to research, only the highest level applies.
I have had questions about this, too, and just want to make sure I understand it:
- If USA has level 3 and USSR has none, does that mean USSR still gets level 3 benefit?
- Does this mean that only one major on each side should bother with S&I?
- Is there any benefit in having USA bother with S&I if UK has been researching it since 1939?

S&I research is very important, that is its important your opponents S&I isn't higher than yours.
Given the rules only GB, US & GE should invest in S&I. Once GB or US hits lv 3 there is no longer for Allies to invest.
The reason US should invest is in case they get a break though and many times GB doesn't have the MPP to continue S&I research.
Following is a summary of the S&I "catch ups", not sure if any has changed in the last 2 years. There are several other threads on the topic but are somewhat confusing.

I think this has gotten more confusing with all the posts. Please help. S&I can't slow someone elses base research only accelerate yours & prevent your opponents from accelerating. Or at least that is what is intended. correct? Is this true of S&I impact on breakthroughs or is there another formula?
S&I is intended to work as you describe (provide a single country a bonus if ahead of all opponents).
However, Crispy has found a bug. I'm not clear on exactly the details, but it appears to be curtailing the maximum range (and thus reducing the mean expected each turn) for those that are lagging.
Awaiting further explanation.
Hubert clarified (and modified his post): All bonuses (S&I, Sharing & Catch Up) a country receives also add to the chance for a breakthrough.
Base chance 0% (under the 45 minimum threshold), 5% (1 chit) or 10% (2 chits).
example: With +3 in bonuses those become: 0% (still under the threshold), 8% (1 chit +3%), 13% (2 chits +3%).
Additional note:
Wording now indicates a country will only receive a single Friendly Catch Up bonus (aka Sharing bonus) and a Single Hostile Catch Up bonus based on the highest amounts.
This doesn't normally come into play in regards to the Friendly Catch Up since the Axis side only has 2 powers, and the Allied side has only 2 powers that share (given both have to be mobilized, remember USSR doesn't share) at any one time. I'm discounting liberated France as they're hopeless anyway.
However for the Hostile Catch Up this means that a country will only benefit from the highest difference and not all the differences.
example (say Ground Attack): GE 3, IT 1, USA 0. When USA invests a chit in Ground Attack they will get a Hostile Catch Up bonus of +3, not +4.

Doesn't S&I increase the breakthrough chance on its own, completely independently of any comparisons to the enemy levels? [or help from friendlies]

It is my understanding that your statement is not correct. Breakthrough increases are on the differential of S&I research and the US/GB S&I covers the SU.
Given the early economics of the game it makes no sense for the SU to invest in S&I. GB/US S&I will cover the SU, GB starts with a S&I chit and US has the MPP's.
The readers digest version is only GB,US & GE should invest in S&I and its a top priority.
