I just had a strike event fire. On a city with 81 Worker happines. They seem awefully happy for a strike. [:D]

Some other figures, in case it is based on those instead:
- Unrest is 12
- Population Happiness is 42
- Loyalty is 44

Its in the range of possibility but shouldnt happen often.
