[1.04b5]Wierd Migration

I finally hit that point where I have wierd inner-empire Migration. In this case Migration is going from Boston to Quartzridge. Except Quartzridge is worse in Every. Single. Stat.
Pop Happiness: 52/37
Worker Happiness: 81/29
Loyalty: 49/43
Private Salary: 2/1
Worker Salary: 6/4
Civilisation: 27/7
QOL: 40/16
So if anything, I would expect internal migration to go towards Boston
There is only one possible explanation:
Quartzridge was suffering from a acute Worker shortage. Due to above mentioned values.
1200 People migrated.
And a extremely high 1300 new Workers were hired.
So, was this a migration to help with the worker need?
Or was this a bug with the Migration going the wrong way?

I can prove (as usually play on large planets and so build a lot of cities myself) that workers shortages SEEMS leading to sudden migration spikes. Especially in case of zone with low population AND barely having any jobless pops. It'd almost stopped to happening when I started to use a cheats to keep my public jobs filled.

Good, you finally had it, welcome to the club
From the numbers though, that's not really weird or big migration. If you have 5000+ 3 times per 6 turns for 12 turns without hiring workers there then it's becoming a thing.
Now it is very likely that it's indeed just because of the workers.
Question: Is Quartzridge a Regular zone or Incorporated?
Also: What's the % of population that has a private job in both cities?

I provided a collection of relevant details, that no single screenshoot could have contained.
Quartzride is still unincorporated.
Unemployed population is large in both cities. That is why the Private Salary was only 2/1.
My recruitment problems clearly came from low Worker Happiness (29) and Loyality (43) in that City. I really should have fought the unrest when it was still low.

I think some emigration may be due to unincorporate zones not having taxes so the population dodging taxes that way, but I am not certain.
