MP/OP-issues still a thing

I have noticed this problems earlier as well, (playing 1.00.072 beta version 8U3), can move even though the MP/OP should not be enough.
I have also noticed that u can not do naval invasion at Malta.

This is a MP-game against ncc1701e (which I believe has the lates beta as well).

Hey Jeff_Ahl, I thought I read somewhere that a unit is always allowed to move one hex no matter what the cost is. when I looked for the reference I couldn't find it though.

You are correct. The reference is here:

So, you can climb a mountain without the needed OPs.

Yes regardless you can ALWAYS move 1 hex during a turn.
