[1.04] Are Spotter Drones supposed to be one-shot?

Twice now, I've used the Spotter Drones Fate Stratagem to give that feat to artillery units. Some turns later, I see that they are gone. Did they fly away?

Never ever used them!
Without even knowing what they do they seem:
* Not worth the fate points
* Not worth it for my small artillery battalion: I'll wait till I get an improved artillery regiment at least that is actually needed (that moment never came so far)

It could be they were destroyed in a previous combat round, it happens.

I had used several of the Stratagem cards (Impossible Task, IIRC) with a very good leader doing to die rolls. I often got double (4) Fate Points for each card, so I had plenty to spare.
I assigned the drones to mechanized artillery regiments, so 18 x 150mm was pretty effective.

Well, it's happened again under 1.04b7
This time, the newly formed artillery unit hadn't fully reached the front yet (or seen combat), and after turn processing, the drones were gone.
