Marianas scenario vs Marianas Hakko Ichiu

There are three alternate scenarios called Hakko Ichiu. The others infer and enhanced Japanese opponent. The description i lacking in the Marianas: Hakko Ichiu. Does anyone have insight as tho what changes in the Marianas version? If I were to line up a pbem game of the Marianas scenario, is the Hakko Ichiu version preferred? I do not know what offensive capability the IJN has in this one, a personality who can play a strategic defense may be required.
