the card for archeological site discover, will it work in a zone that has no more resource sites? I have a couple zones with lots of ruins and no site but until I make a new city they are maxed on resource sites.

Yes it will work in zone with no more archaeology finds but if you will success on roll it will only say "there is no more discoveries possible here".

Many ruins will lack archaeology finds, it's okay.

Ya basically if a zone has 3 or more sites I don't waste time there with this. But depends on how much ruins there are.
