[1.04b7] SHQ problems picking up excess Troops from Units

I've been trying to upgrade a brigade into a motorized siege brigade, and noticed the SHQ fails to pick up excess infantry troops.
I tried several methods, and now the whole brigade is sitting in the same city as the SHQ to ensure there is no logistics issue. It was downgraded all the way back to light infantry, then upgraded to siege infantry, and yet the SHQ fails to pick up the 200 excess infantry troops from each battalion.
