level 1 air base for FB?

Can a Fighterbomber conduct naval strafing from Level 1 airbase? Or can one only do Patrol and CAP from level 1?

I don't think so.
7.2.1.13.1 SIZE 1 AIRFIELDS
The following Missions will not be flown from airfields with a current size of 1:
»» Airfield Attack
»» Port Attack
»» Naval Attack
»» Ground Attack
»» (Fighter) Sweep
These airfields were too small to support these kinds of offensive Missions.

I suggest that you read the manual. If you have already done so, read it again. Repeat as necessary.

Was afraid of that. IJN is landing at my Milne Bay. Normally good targets for my Beaufighters & P39 strafing. But that is 5 hexes from PM. From past experience, any naval attack seems to go to Buna (2 hexes away) where opponent has a fighter trap. Milne is still my base so I cannot assume a port attack. I can do a ground attack missions from PM and B17s from Townsville, but that will not threaten his ships (AKs, otherwise no naval protection). I can do a sweep of Buna but past sweeps have been ugly for my side.

Get a FP or PA squadron or two in Milne Bay (or near it), conduct no Search mission from PM, and you shouldn’t target the CAP trap in Buna, but your strike should attack the shipping at Milne Bay.
