The game says...

5th Motorized assault Infantry Corps is missing the following sub-units:

Motorized Assault Infantry Regiment 32% Items 100% Logistics

The Reform button is grayed out.

What does that mean? I am short 32% or I have 32%? What do I need? It doesn't tell me.

I purchased reserves equal to the unit I am missing, and the number went from 42% to 32%. I don't understand why only 10% change.

Can somebody help me understand what is going on here?

We might easier help if you shared a screen capture.
32 % is what you have, you need at least 50 % for the button not to be greyed out.
But you said you produced the troops needed which are now sitting in the SHQ, is that correct? I'm not familiar with the Reform screen, but if there are check boxes on the right side for authorized troop qualities, are they checked?

You must build the troops in the shq it needs I believe and have enough logistics to move them to the new unit pick a spot closer to your city or rail net and see if logistics changes.

I gave 100% of the troops to SHQ through Replacement Troops and attempted to build the unit in my capitol with thousands of logistic points. No go.

What did the tool tip say about logistics, in your example above it is 4 percent. Haven't lost any units recently but in an early 1.03 game I replaced lost units no problem. Just don't remember where or how. Your SHQ can be OUT of logistics Mine has been several times, Also perhaps you need some Political points?

Like I said above. When I attempted it I had 100% logistics. That screenshot was from later in the game which a completely different hex selected.

As for tooltips, there are none in that window.

Replacement troops raised at the SHQ are not equipped with supplies (food, fuel, ammo, energy). However, you cannot raise troops in the field unless you can afford to supply them. It is possible that this is your problem.

I just looked in my capital hex and it said 53% Infantry and 100% Logistics. So I clicked the reform button. The unit was reform, but with 100% of its TOE. So why did it say 53%?

If the regiment was formed without any missing subunits, then the screen should not have shown 53%. I'd suggest reporting it in the tech forum, could be a bug.

I've seen similar behavior. Replace unit / HQ seems to take more resources than should be needed.
