[1.04b7]Supreme Command and taxes. Encyclopedia doesnt match the game

The Strategem encyclopedia says the supreme council can make tax cards.
He does not seem to roll any.
Is it a bug, or is the encyclopedia in the wrong?

No the Encyclopedia is wrong. will fix it for the upcoming patch (will require restart though).
