[FIXED] [1.04b8] Mothballed Assets Need LPs, but Not

Per the image, a mothballed asset requires logistics points. The penalty for no logistic points is loss of production. The mothballed asset does not produce.
The report should have ended at upkeep.
Exploit or error--a mothballed asset does not need logistic points.
As an aside, that last line of the report should read, "Only 0 Logistical Points were available; Production was reduced by 100%."

For reference, Game Build v 1.04-beta8; Scenario Build v1.04-beta2; Last Game Build used 104-beta8; Scenario Version Number #42.
I am running a Win 10 Pro 64bit, Intel i7-1065G7, 16GB RAM. It is a Surface Pro 7, connected to 2560x1600 display monitor via USB-C. That's Intel Iris Plus integrated graphics.
