If you try to assign [Unit Admin] a Regiment to a Brigade you're given the tooltip "This HQ only supports units of a smaller size." But if you attach a Battalion to the Brigade, you can then Upgrade [Unit Admin] that Battalion to a Regiment and again to a Division.

In other words, it's possible to assign a Division to a Brigade.
