Understanding airfield size in GC scenario

Lunga starts scenario with airfield 2(0). I am under the belief that I can increase it to a max size of 3. I have lots of supply and three naval construction but I see no progress beyond 0% after 3 turns.
---
It is a size two airfield with excess of 100 aviation support. I have 49 single engine planes and 10 PBYs (2 engines). The base denotes *2 indicating overcrowding. My math is 49 + 2x10 is only 69; I see no problem. for a few turns I docked a AVD but that did not help. then I moved the PBYs away and the*2 became a 2. Last run I forgot this and moved the 10xPBYs back. Back to the *2.

Perhaps scenarios have their rule exceptions?

At this point of the game I have no Air HQs.

Any insight is appreciated.

Size (0) is very hard to raise to size 3 - especially when the terrain is against you. You need supply and your engineers in combat mode. If they are high in fatigue and low in morale, they will not do much work either. In malarial regions you must pay attention to the unit fatigue and disruption.

Back to the *2.

The asterisk/number (e.g. *2) is not a reflection of aviation support, it is reflecting you've overcrowded (the manual calls this overstacked) the base's physical size (runway, tarmac, etc.). See section 9.4 in the manual for details on this.

I read 9.4 before making a post.
9.4 reads: An airfield can operate 50 single engine (or 25 two engine, or 12 four engine) planes per AF size or 1 group per AF size.
Noted in my original post, I have 49 single engine planes and 10 PBYs (two engine) for a net 69. By old math, 69 < 100 (2x50). From previous turns it did not matter if and AVD was docked or not. [In WITP AV/AVD provide base extra support for the float planes]. My best guess is the fact I had 3 group (4 counting the PBYs) in a AF2 base. Else application is using a formula different from the manual, or today 2+2=5.

In test last night, if I remove an group, the overcrowding is resolved. Math just did not work to my understanding; but could be due to number of groups.

The number of groups. Also, disband the AVD and you will see air support something like 72 + 6 where the 6 is from the AVD.

Do AV/AVD/AVP etc. support LBA as well or only float planes? Latter seems logical but just want to make sure.

Definatly disband, it adds +support. IMO, I don't think it differentiates between land/sea air groups. Aviation support is aviation support.

No. They only support float planes/patrol planes. The aircraft would usually taxi alongside the tender, and either be tethered far enough away to not bump into it or be hoisted aboard for work. LBA has trouble with the water part.

Thanks for the link, I will read up.
I have used the variuos support ships in my WITP play, but of course things are modified in AE.
