Extra Red Combat Arrows - What Do They Mean?

For combat, what is the significance of all the "extra" red arrows - particularly the ones that are pointing from hexes I don't occupy?
Thanks for any thoughts.

The combat arrows indicate hexes you can move that unit to and still perform an attack on an enemy occupied hex.
Note however that attacks take action points per round of combat, just like moving does per hex traveled.

But AFAIK encirclement bonus will be applied for a whole fight. So sometimes it's better to send not your tanks to encircle enemy but something weak like motorized MG to allow your tanks utilize combat bonus up to their full AP.

For that matter, sending something around to cut off the line of retreat even if they don't engage is worthwhile. It means you can wipe the entire stack in a single go instead of dealing casualties and then having to deal with the retreating forces.

I haven't found it in the manual, but is there some sort of penalty to a unit if it retreats through a ZOC?
