It was something of a joke. I just happened to click on a brothel to read the fine print and realized that it couldn't be nationalized, and I began thinking of the possibilities of a nationalized brothel chain and the negative and positive effects that it might have on the economy, logistics, readiness, etc..

On a related topic does the private economy actually ever upgrade their buildings apart from farms and mines? If you check out a lot of them they do have higher levels available but I don't recall ever seeing them upgraded.

Yes. Seems that they're considering having free population before upgrading, but my lvl4+ zones usually upgrading their civilian economy assets to level 2, while capital end with level 3.

You may see this issue as their SECOND priority (past mines&farms) is to build Light Industry lvl 3 and it's quite expensive both in money and workers.

You can only nationalize things that have a Public Economy Equivalent that they lock out. It primarily works with raw resource producers.

As for the idea of Public Prositution? I can not think of any explicit example.

We are talking about war times. So the ianfu, comfort women for the the japanese or the Lager- and Wehrmachtsbordelle of the germans were a thing in WW II.

And regarding the starting barabaric civilization levels, I assume that in autocratic regimes this could be a thing in SE, too.

Why are you assuming they would be unhappy? Seems like we would need a slider to be able to improve their pay to generate happiness, that could then affect overall worker happiness. And more stratagem cards related to bordello worker happiness. We would also need a supervisor and research lines, etc. It could become a whole mini-game.

There are many of examples of nationalised brothels throughout history and the present during peace time. Some examples are the state of Qi in warring states china, and I have read of some in antiquity. Athens had them for example. Modern day Cuba had state run brothels for a long time (not sure if thats still the case). It would make more sense if we could either nationalise them, leave them, or abolish them completely depending on the type of regime we are playing.
