I seem to have got the rules wrong. I have all Spain's factories and all Spain's cities. I do not have the port of Ferrol, and Spain lives on... Do I need that port to conquer... I guess I do

You need Madrid, Bilbao, and Barcelona to incompletely conquer Spain. No other city or port needed.

To completely conquer Spain you need Tangier, and Cisneros as well.

Thanks! I have met the conditions for incomplete conquest, but there is no prompt during the conquest phase. Is the game misbehaving in that case?

check to see if you own the hexes, some times you can forget to take them or a unit have moved another way

Spain is incompletely conquered by Germany. See relations picture.

My guess is that it was a bug during the conquest step that didn't remove the Spanish units in Spain that made you miss that Spain was in fact conquered.

When did Italy capture Palma? Balearic Islands should have been conquered if Palma was captured during the Previous turn or earlier. And the other islands still remain Spanish. Oh, well, it may be that they will be conquered later this turn.

They are the same conditions for all countries except France and Italy. To conquer the first time, you must take the capital plus any factories.

That is what I assumed but my opponent is referencing ROC 13.7.1 which states the following: TERRITORIES
To conquer (Clarification: or liberate) a territory,
you must control every city and port in that
territory. If it has no ports or cities, you need
to control every hex instead.
He is arguing Spain should not be considered conquered as it is a territory and I had not occupied the all the ports.

never mind a country with a capital city is a "home country"

Actually I think that might be a "minor country" rather than a "home country", but a territory is a place like New Caledonia.

The Spanish conquest was WAD in my last game, when the US invaded and took Madrid, and the other industrial localities including Barcelona.

If outside of Spain they are usable. Spain has aligned minors so the conquest via capital and factories is an incomplete conquest, just like FREX the Netherlands.
