Weather and Invasions

In one of my current games I attempted to make an invasion in Italy and it said I couldn't due to rain apparently.
So I set up a test.

The Manual says that Invasions are allowed in Rain but not Snow, Heavy Rain, Blizzard, and Frozen.

I attempted an invasion from from a snow hex to a rain hex an it allowed the landing.

I attempted an invasion of Greece from a rain hex to a rain hex and it gave me the:
"Invasion Not Possible due to current weather conditions."

Are these two possible results correct?

The invasion was italian units trying to disembark in Greece? If that was the case, is Italy at war with the UK?

And it is the hex you invade that the weather affects not where the fleet is at.

I made sure Italy was at war. Unfortunately, I can't reproduce what I saw.

The first time it happened was in a game where the Allies had forced Italy to surrender earlier. I was trying to out flank their line using a landing behind them with a German unit in Venice and the game gave me the message for a rain hex on the eastern coast of Italy.

Some coastal hexes share the same weather than the surrounding water?. Could have been that? Clear weather inland but Rain Weather at sea?

Yea there are different weather zones for land and sea.

And this makes that some beach hexes share the same weather than the surrounding sea. You can check it in the Channel coast of England and France in any turn with bad weather (I learned it by the hard way).
