When using the scenario editor can one reduce the size of map, or make areas of the map inaccessible to either/both players?

There are no tools to change the size of a map in Red Storm nor do we have a simple means to place hexes off-limits. You can, with a fair amount of work, take a map image and cut it down to a smaller size and then go in and hand edit the map values back into the smaller map. You could also make a dummy filler map of the small map to use the auto values tool in the map editor (that may be faster than doing all the values by hand). I'll see if William has some better ideas and workarounds as our map guru. He is on vacation, but I will ask him when he is back.

Thanks. One thing I noticed I can do to force the play in a certain direction is by the use of the objectives and blowing bridges. Obstacles may also help in doing that.

There are those passive measures you can use to shape the map.
