Where can I find the rules for moving Soviet factories? Playing my first game as the Soviet side, lots to learn. Version 1.12.05.

And as for which ones to evacuate, this thread will give you some pointers. There is a huge debate, but the fundamentals are there - armaments are key, you can leave some HI but not too much, don't leave any vehicle factories behind, and try to get at least one point of all the aircraft and afv factories out.

Assuming you have the rail capacity, is it better to evacuate a huge chunk, if not all, of a factory, or just one point and use the rail capacity saved for something else?

Huge chunks of arms/HI are better as they arrive with less damage and so repair quicker and are producing more fully sooner. If you break them up they will arrive separately with higher damage levels. Taking only 1 point of an expanding factory (e.g. Il-2s) will mean it takes much longer to reach capacity.
