Dumb Decisions - what am I missing?

Why would anyone ever choose [C] in the decision shown in the pic below.
What am I missing?

I've developed a distaste for Militia over time; too independent; too slow to recover losses.

The covert ops mission is your termination of that old veteran.

If you don't get rid of him, then he starts making demands. There is a hidden cost to keeping him around.

That's true. I usually keep the old boy around. Good to have someone to reminisce with over a drink, and see who can tell the biggest lies about the old wars when we pushed the mutants across the Northern Plains. Things were simpler back then, before all this fancy Battle armor. Nothing but the man beside you to stop a wild free folk marauder from cutting your throat like a cheap bag of dope.

To put it an other way... Yes you should get rid of him and you have the ability to do so (the +94 really makes it possible). But I've also had this event when i had like a paltry +10 orso, so I had to keep him around unfortunately till my leaders got better and where able to kick him out.

As the others mentioned, there are follow on events in which he requests tons and tons and tons of money for the militia all the time. I was very relieved when I was finally successful in getting rid of that guy.

It is, perhaps, worth mentioning that is part of a subset of "semi-permanent events." Some features of these events:
1. They always take place in a particular city, although their effects can be global
2. Depending on your choices, they can be resolved or deferred
3. Until they are resolved, you can interact with them by calling the Zone Governor and paying a small amount of PP
Some of these events have lucrative rewards, but require a big skill check. If you find an AI Mainframe under your capitol on turn 2, don't forget to come back later!

Actually, Heart/mind/fist go against each other.
You cannot have the total of 2 of them go over 100 for a long time. They will start "eating" each other.
So if you go heavy on mind or fist, -2 heart can be good indeed.

It's worth noting that the demands the general makes are not just wasted money, since he does buy militia reinforcements for that cash. Once militancy in the zone goes down it's the only way to reinforce the damaged militia units, which I find an ok trade for the occasional few hundred quid.
Also, keeping him around lets one spend PP to increase the government militia attitudes by repeatedly asking for speeches. Many leaders will like that.

Last time I got rid of him was when the amount he demanded was in the thousands every other turn OR big negatives for the militia. Seems likely getting rid of him is the likely thing that needs to be always done but use him until that.

Relationship modifiers are based on the Leaders Profile vs the Choices Profile Modifiers.
Cllearly those tow guys like Militia and/or Heart.
As for why to pick it?
- reduce heart. If you are going for Fist, every direcet Heart-reducer will be worth a steep price!
Heart Limits how high Fist can go, but reducing Fist is barely affecting Heart.
And Mind can not get big enough to supress Heart, as fist is supressing it.
To get any of them high, you must attack the direct limiter with su - Profile events
- to get rid of the event right there. It sounds like a lasting event. lloydster4 indicated, that he will make demands if you keep him around

You want to get rid of him
without causing a major incident. He needs to have a "accident".
You will get rid of him either way. The Covert Ops Skill just defines if you got any unrest for doing so.
