What increases soldier morale besides increasing pay?

Overall my military units have low morale, I have increased their pay but that hasn't done enough to raise the overall moral level of my troops.

Not sure but my troops suffered a big morale loss due to me using the annexation card and the next turn with no action other then fighting the new enemy my overall moral went up 4 points. So something effects them besides pay.

Your Commander's 'Leadership' skill has an impact on troops morale under his/her command.

They are not doing much fighting. Do I have to always keep fighting to keep their morale up? Why? I am at peace with 85% of the regimes on the map. I am going for a win by other than complete military domination.

I think the happiness of their OHQ leader also affects morale.

Overall, Morale and readiness are often affected in the same ways. What get's down one, will get down the other.
What gets it down:
- Radiation and other Environmental Hazards. You got Morale and readiness penalties long before you start getting actuall casualties.
- pinned and retreat combat results
- poor supplies
- casualties
What gets it up/high:
- high veterancy
- good Leadership skill roll
- HQ leaders using "Lead from the Front" at personal risk
- various Unit feats
- Heart-40 and Heart-70 Regime Feats
What it does:
- avoid "Capitulation" and "Panic Retreat" Check Failures in combat
- "Average Morale of Troops" has 1 Share on the Natural Relations Point for the HQ Leader
Note that the starting point is ~50 and the value can go over 100.

Encircle enemies and completely defeat them. On a normal difficulty game, my overall troop morale was floating around 75 to 85 points and I was paying my soldiers the absolute bare minimum.

All these are great ideas.... if you are actually fighting somebody. I am choosing to live peacefully. In fact, tonight I allied with another major faction and won the game. I was at peace with everybody else.
