[1.04b10] Not enough LiS make SHQ troops desert.

When raising a Formation using SHQ Troops out where you dont have enough LIS, any troop that didnt have enough LiS to get to the destination seem to disapear.

Good catch. Thats a nasty little big in some circumstances.
Will be fixed upcoming new version.
