1.04.00 Wind Traps

My wind traps are producing 0 water in this version. Is this a bug or am I doing something wrong?
If rain scarcity is at level 4 (no water in atmosphere at all) your Wind Traps will not work.
Will make this error impossible to make in the next version.

And please get back to me if the rain scarcity is lower than level 4.
